Whatchu talkin' 'bout, Willis? I think you mean PG-13. Splash was PG, but I don't think they ever showed nipples, just butt. The first movie I saw in the theater that had boobs in it was Dreamscape, which was one of the first movies released with the PG-13 rating. Even then, it was just a brief glimpse.

Before the PG-13, one brief boobies shot wasn't enough to get an R. Of course, that changed with PG-13. Fucking Gremlins!!!

Although those movies were two of the films that precipitated the MPAA revisiting and eventually updating the ratings system, the first film released with a PG-13 rating was the original Red Dawn. The first film to actually receive the rating was The Flamingo Kid, but its release date was pushed back so Red Dawn beat it to theaters.
