For Legacy, cut the number of waves in half. Focus on making everything great; it seems to me right now that about 1/3 of the stuff is great, so if we get 1/2 the current number of figures and they're all great, we're getting more worthwhile figures. Scrap the Build-A-Droid nonsense. They can get more for the droids selling them at $8 apiece, and the gimmick doesn't seem to be working the way they planned it. Rather than making people buy lots of figures they don't want, I'm seeing a lot of people trading parts, and I'm sure there are a few weird people who are passing on figures because they don't want the droid parts. Scrapping the idea altogether also means characters like Yarna don't get overproduced. (I'm wondering how they expect Wilrow to not be a pegwarmer; they have to produce him in equal numbers to the figures with the other droid parts, like it or not.) No Legacy resculpts unless they're totally necessary. No theme waves anymore. And maybe give each of the three major retailers an exclusive mini-wave that includes a major fan favorite character and a total "loser" character (loser in sales terms, someone like Yarna or Breha, even though I swear I've seen Breha fewer times than I can count on my fingers so I don't know where they all shipped to).
The big thing they need to admit to doing rather than flat-out denying, then stop doing: stop making people buy shit they have, especially stuff that's subpar, to get new stuff. It pisses people off. When people are pissed and broke, they don't buy.
